The Mpower approach to capability building can be simplified by considering the OPP approach.

Simply put, OPP helps the task of capability building by identifying what you are trying to achieve, and then detailing the performance that will be required to get there - and the specific component parts (technical, psychological and theoretical) that will be needed to meet the goal.

OPP, stands for Outcome Goals, Performance Goals and Process Goals.
